Project Management Consultancy (PMC)

Project Management & Client Representation. As part of our Design & Build offering, Quadro undertakes the critical project management and client-side services listed below, the foundation of every successfully delivered high-end project. While these services are fully integrated into our turnkey model, they may also be appointed independently for clients with ongoing projects, providing structured oversight that protects delivery, investment, and quality at every stage.

Definition of Project Brief
Buildability Review
Management of Design Development & Authority Permitting & Approvals

  • Understand the client’s brief and broad view by laying down the project narrative including design vision, budget and timeframe to formulate and define the project brief.
  • Management of the design process and buildability review from client brief to Final Design Development (FDD) including coordination with the local lead consultant (Architect of Record – AOR), construction planning phase, and authorities’ permitting and approvals.
  • Act as the client representative (client’s project manager) and liaison between the client, architect/interior designer, and lead consultant throughout the different stages of design, coordination, and preparation of project cost and time estimates. Monitor, manage and administer the activities of the design consultants.

Management of Procurement
Bid & Award Phase Services
Client’s Own Procurement (FF&E, OS&E and Artwork)

  • Assist the Client with selection and appointment of the project team, including qualification and engagement of key stakeholders:
    • Design consultants and subconsultants (Architect and Interior Designer).
    • Lead Consultant and Architect of Record (AOR).
    • Specialist consultants and designers (lighting, home automation, landscape, aquariums, bowling lanes, etc.).
    • Contractors and subcontractors, including qualification, tendering, evaluation, contract negotiations, and award.
    • Contract administration and planning consultant, if required separately from the Lead Consultant.
  • Review the Main Contractor’s procurement strategy to ensure timely order placement and delivery, including review of long-lead items, procurement status, logistics, and deliveries.
  • Manage the Client’s own procurement, including FF&E (Furniture, Fixtures & Fittings), OS&E (Operating Supplies & Equipment), and artwork.

Procurement of FF&E, OS&E and Artwork

Quadro Project Management has extensive hands-on experience in design development and procurement of FF&E (Furniture, Fixtures & Equipment), OS&E (Operating Supplies & Equipment), and artwork; with reliable and long-standing ties with the manufacturers and suppliers of world-renowned Italian and international furniture, chandeliers, and accessories’ brands and can manage and procure these packages at highly competitive rates for projects of all scales.

Value Engineering

  • Value engineering and fine-tuning the design to fit the client’s budget. This is implemented during the design stage and throughout the following stages of the project through construction, finishing and furnishing.
  • Assist the owner in implementing changes necessary to bring projected costs within budget estimates.

Contract Administration

Contract administration pre and post-contract award including:

  • Drafting of contract documents.
  • Ensuring project insurances and bank guarantees are in place.
  • Claims prevention and management as required (in conjunction with programme monitoring under Planning and Scheduling).

Construction Management

  • Manage the project stakeholders through the different phases of the project, from engineering and coordination of the different trades (architectural, civil, MEP (Mechanical, Electrical & Plumbing) and ID finishes) to execution.
  • Supervising the project team’s activities, procedures and achievement of key project milestones pre and post-award of contracts using Key Performance Indicators (KPI) and other methods.
  • Review and analysis of the project’s existing structure to identify current performance lags and their root causes, followed by recommendations of corrective measures to collectively boost performance of the project stakeholders.
  • Prepare and issue periodical progress reports and project dashboards informing the client with progress of all aspects of the project including construction progress, financial updates on the budget/cashflow, contingencies, and proposed remedy actions to any potential programme slippages.

Planning & Scheduling
Programme Monitoring & Corrective Measures

  • This entails programme monitoring of day-to-day activities and identifying any potential programme bottlenecks that require pre-emptive corrective measures or remedy actions.
  • As part of our project management process throughout the life cycle of the project, we will examine and analyse the programme of works to ensure that all project stakeholders are working to a solid-logic programme of works which will drive the project towards its planned targets and will also enable the project team to manoeuvre around the obstacles that most projects are bound to encounter.

Quality Assurance / Quality Control (QA/QC)

Review of the project’s QA/QC plan to ensure keen implementation by all project stakeholders, including inspections of materials and mock-ups in local and international manufacturing facilities. This applies to all elements of the project including – but not limited to – ID finishes and FF&E.

Cost Control & Quantity Surveying

  • Maintain an effective project cost control system, incorporate approved changes, and regularly review cashflow reports and forecasts. Identify variances between actual and budgeted/estimated costs and advise the Client on potential overruns.
  • Review and assess the impact of Client changes on project duration and budget, and advise on their viability and necessity. Manage the evaluation, assessment, and negotiation of project variations in coordination with the Project QS.
  • Develop and implement project-specific procedures for the review, certification, and processing of applications from project stakeholders.
  • Manage the evaluation and analysis of key project tenders (technical and commercial) in collaboration with the Consultant and Project QS.
  • Assist the Owner in implementing measures required to align projected costs with approved budget estimates.

Taking-Over & Project Closure

  • Management of the client’s taking-over and project closure including project final account and resolution of claims, variations and EOT (Extension of Time) claims.
  • Assist the client through the taking-over and occupancy stage.
  • Collate project handing-over documents including as-built drawings and operation and maintenance manuals.
  • Ensure all project warranties are in place through the Defects Liability Period.
